The published Luton row of the Valuation Office stock table CTSOP4.1, stock at 31 March 2025, records 85,480 properties. 11,120 of them, 13.0 per cent, were built before 1919 and 27,950, 32.7 per cent, before 1940, with 31.7 per cent between 1945 and 1972. Luton is a unitary authority, and that row covers the whole authority rather than the town alone.

Luton Borough Council states what an order prohibits: "cutting down, uprooting, topping, lopping, wilful damage, wilful destruction" of a protected tree without the local authority's consent. It names the exemptions as trees that are "dead, dying, diseased or dangerous" and "fruit trees grown for the commercial production of fruit", and states that "The maximum penalty for carrying out works to tree preservation order trees without consent is 20,000 pounds." Its tree management page says trees with orders and "trees that are within conservation areas" are "protected under a range of legislation that makes it an offence to carry out any work on those trees without permission".
The council does not state the conservation area notice period on either page. Nationally, gov.uk describes the requirement for "people to notify the local planning authority, using a section 211 notice, 6 weeks before carrying out certain work on such trees, unless an exception applies", and says the work may go ahead sooner where the authority gives consent. The same guidance states that consent "is needed for carrying out work on diseased and/or dying trees unless some other exemption applies", which is why a dying tree is not treated as automatically exempt.

We counted the Google Maps results for tree surgeons in Luton on 16 September 2026. The sample was 40 listings: 36 had a website and 4 had none. Eleven of the 40 carry a Luton address and nine more are in Dunstable. One of the eleven Luton listings points at a Facebook page, one is listed under a landscaper category, and one listing is the branch of a national arboriculture chain. The pull also reaches Loughborough, Romford, Wisbech and four addresses in Essex.
That is one dated sample of one search. What we would do with it is give the town centre, High Town Road, Rothesay and Luton South a page each, with a landlord and agent page beside the householder one.
