Salford runs two selective licensing designations, and both carry dates. The council page for Eccles, Barton and Winton says the scheme "commenced on 1 September 2022 and will last for five years. The scheme will end on 1 September 2027". The page for Broughton, Kersal and Broughton Park says that scheme "will commence on 21 January 2026 and will last for five years with an end date of 21 January 2031". Both publish a street list and an interactive map, and both note that properties on either side of a boundary street are included, so the street list settles it rather than the map. Operating a property in a designated area without the licence it needs is a criminal offence, and the schemes cover those two areas of the city only. Outside the designated areas neither scheme applies. Mandatory HMO licensing may still apply (Salford City Council, areas covered by selective licensing, read 16 September 2026).
Inside the designations and outside them the same national duty applies. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require most private rented homes to have the installation inspected and tested by a qualified person at least every five years, with remedial or further investigative work within 28 days, or sooner if the report requires it and a financial penalty of up to 40,000 pounds open to the council for a breach. The 2025 amendment extended that to the social rented sector (gov.uk guidance on electrical safety standards in the private and social rented sectors, read 16 September 2026).
Salford's conservation areas page names 16 areas, among them Barton-upon-Irwell, Ellesmere Park and Monton Green. That bears on outside work rather than on wiring, and the charger page is where it lands. The Planning Portal records the limits: a wall mounted outlet and its casing no larger than 0.2 cubic metres, nothing in the curtilage of a listed building, an upstand no higher than 1.6 metres in the curtilage of a dwellinghouse with one per parking space, and off street parking. An article 4 direction can remove those rights in a conservation area or designated heritage site (Planning Portal, electric vehicle charging permitted development, read 16 September 2026).
The page then says the check out loud: look the address up on the street list, look for any article 4 direction, then confirm what the job needs. A landlord reading that knows whether to ring you or the council first.
