Trafford publishes no selective licensing scheme on its landlord pages. Mandatory HMO licensing may still apply, and the council's application list asks for an electrical installation condition report alongside the gas safety certificate, the fire alarm and emergency lighting certificates, a PAT certificate where applicable and a basic DBS obtained within six months. The council adds that "there are specific planning rules in force within the borough that may affect whether you need planning permission to operate an HMO" and that "you will need planning permission to change a family house into an HMO" (Trafford Council, apply for an HMO licence, read 16 September 2026). That matters in Stretford because Old Trafford is where the shared housing sits.
The duty that reaches most private rented homes, HMO or not, is the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020: the installation inspected and tested by a qualified person at least every five years, remedial or further investigative work within 28 days, or sooner if the report requires it, a copy of the report to the tenant, and a financial penalty of up to 40,000 pounds open to the council for a breach. The 2025 amendment extended the regime to the social rented sector (gov.uk guidance on electrical safety standards in the private and social rented sectors, read 16 September 2026).
For chargers the Planning Portal records the limits: a wall mounted outlet and its casing must not exceed 0.2 cubic metres, it must not be within the curtilage of a listed building, an upstand must not exceed 1.6 metres in the curtilage of a dwellinghouse with one per parking space, and the parking must be off street. An article 4 direction in a conservation area or designated heritage site can remove those rights (Planning Portal, electric vehicle charging permitted development, read 16 September 2026).
What goes on the page is the check rather than a ruling: look at the address, look at any article 4 direction and the work proposed, then say what permission the job needs.
