The Borough of Broxbourne sets the lock conditions in its HMO standards. On escape, it states: "All bedroom fire doors and final exit doors (front and back door) must have locks that are capable of being opened from the inside without the use of a key (e.g. Yale type or thumb turn locks). All locks are to comply with the latest British standards".
On security, it states: "Sufficient measures must be in place to provide a secure environment for the occupiers, including appropriate locks to external doors and bedrooms to prevent unauthorised access but permit safe egress in case of fire". It adds that "Simple locks must be provided to communal bathrooms and toilets to provide privacy where necessary".
On keys, it states: "Appropriate arrangements must be in place to control the issue and return of house keys on changes of tenancy, or the changing of locks, any advice on crime prevention measures provided by the Crime Reduction Officer must be acted on". The conditions bind HMOs as the borough's standards define them, and not housing generally.
The trade sits outside any government scheme. In its own words, the Master Locksmiths Association says: "There is no government licensing of locksmiths, and due to this the Master Locksmiths Association has established its own licensing scheme", and in its FAQ that "the locksmithing industry is not regulated in any way by the Government in the United Kingdom". Its own scheme runs on three words, Vetted, Inspected and Qualified, with criminal record checks, regular inspection and at least one Qualified Master Locksmith in each approved company.
For the lock standard, Allianz states that "Most insurers insist your lock conforms to British Standard BS3621, which ensures it has been independently tested for security features including resistance to drilling, picking and forced entry", that "Lever mortice deadlocks meeting BS3621 are the most common requirement for wooden front and back doors" and that "If it's BS3621 approved, you'll see the BSI Kitemark or a BS3621 stamp". That guidance is national, and so is the Master Locksmiths Association's; neither is a council rule.
Police.uk recorded 4 residential and business burglary reports in the Hertfordshire Constabulary neighbourhood of Cheshunt East for July 2026, the latest month published when we read it on 17 September 2026. That neighbourhood covers part of the town rather than all of it, and this is a count for one named neighbourhood and one month.

We counted the Google Maps results for locksmiths in Cheshunt on 17 September 2026. The sample was 40 listings, and 1 of them carried an address line naming Cheshunt: that firm had a website. Cheshunt addresses take Waltham Cross as their postal town, so this count reads the address line rather than the postal town field. Ten further rows gave a Waltham Cross or Waltham Abbey address, eleven gave no address at all, five were entries of a national chain, and the rest sat in Enfield, London, Ware, Hertford, Barnet, Hoddesdon, Potters Bar and Welwyn Garden City.
