The rules that change a locksmithing job in Potters Bar

Hertsmere Borough Council published draft Amenity Standards for Houses in Multiple Occupation for consultation in July 2026. They propose that "Adequate measures must be in place to ensure a secure environment for all occupants. This includes fitting appropriate locks to external doors and to tenants' individual rooms to prevent unauthorised access whilst ensuring safe access in an emergency", that "Landlords must have procedures in place to manage the issue and return of house keys at the start and end of tenancies, including the changing of locks where necessary" and that "Simple locks must be provided on communal bathroom and toilet doors to ensure tenant privacy".

Those are proposed standards, and the council page we read on 17 September 2026 does not establish that they have been adopted. The Hertfordshire HMO fire safety guide the council publishes states that "Security devices on bedrooms and final exit doors must be capable of being opened from the inside without the use of keys, i.e. Yale type or thumb turn locks", and concerns HMOs rather than housing generally.

The trade carries no statutory scheme of its own. On its own page the Master Locksmiths Association writes: "There is no government licensing of locksmiths, and due to this the Master Locksmiths Association has established its own licensing scheme", and in its FAQ that "anybody can trade as a locksmith irrespective of their competence, background or motive". It sets out its own scheme in three words, Vetted ("Our Locksmiths are criminal record checked"), Inspected ("Our Locksmiths are Regularly Inspected") and Qualified ("All our Approved Companies employ at least one Qualified Master Locksmith who has passed the MLA Level 4 Qualification").

On the insurance side, Allianz states that "Most insurers insist your lock conforms to British Standard BS3621, which ensures it has been independently tested for security features including resistance to drilling, picking and forced entry", that "Lever mortice deadlocks meeting BS3621 are the most common requirement for wooden front and back doors" and that "If it's BS3621 approved, you'll see the BSI Kitemark or a BS3621 stamp". That guidance and the Master Locksmiths Association's own are national, and neither is a council rule.

Police.uk recorded 6 residential and business burglary reports in the Hertfordshire Constabulary neighbourhood of Potters Bar and Shenley for July 2026, the latest month published when we read it on 17 September 2026. It is a count for that named neighbourhood in that month.
