The rules that change a locksmithing job in Watford

Watford Borough Council sets the local condition in its own HMO guidance. Under the heading SECURITY OF DOORS it states that "Security devices on bedrooms and final exit doors must be capable of being opened from the inside without the use of keys, i.e. Yale type or thumb turn locks." The same document places duties on the manager of an HMO, including that "The manager must ensure that all means of escape from fire in the HMO are kept free from obstruction, and maintained in good order and repair." The council's separate amenity and space guidance names only one lock, a recommendation that kitchen cupboards are lockable. Those conditions apply to HMOs as the council's documents describe them, not to housing generally.

The trade carries no statutory licence anywhere in the United Kingdom. The Master Locksmiths Association writes that "As there's no government based licensing scheme for locksmiths, anyone can advertise as a locksmith irrespective of their background or competency", and that the companies it approves "have been vetted, are regularly inspected and have to employ a qualified locksmith (somebody who has passed the MLA qualification as opposed to somebody having simply been on a training course)".

The standard Allianz names is BS 3621. Allianz's home insurance guidance states that "Most insurers insist your lock conforms to British Standard BS3621, which ensures it has been independently tested for security features including resistance to drilling, picking and forced entry", and points the reader at "the faceplate of the lock or the strike plate for the BSI Kitemark or BS3621 marking". The Master Locksmiths Association adds that the approval and certification is done by BSI rather than by insurers.
