St Albans City and District Council names the lock itself in its HMO amenity standards: "All bedroom fire doors and final exit doors (front and back door) must have locks that are capable of being opened from the inside without the use of a key (e.g. Yale type or thumb turn locks). All locks are to comply with BS 3621 or BS 1303 for cylinder locks." The same document adds that "Appropriate arrangements must be in place to control the issue and return of house keys on changes of tenancy, or the changing of locks", and the council states that a licensable HMO is "one which accommodates 5 or more unrelated occupiers (consisting of 2 or more households), who share an amenity such as a kitchen, toilet, bathroom or lounge". Those conditions cover HMOs as the council's own document defines them, and not housing generally.
Nationally there is no statutory licence for the trade. The Master Locksmiths Association puts it in its own words: "As there's no government based licensing scheme for locksmiths, anyone can advertise as a locksmith irrespective of their background or competency." It adds that "the MLA runs its own licensing scheme for its approved companies" and that those companies "have been vetted, are regularly inspected and have to employ a qualified locksmith".
On the insurance side, Allianz's home insurance guidance states that "Most insurers insist your lock conforms to British Standard BS3621, which ensures it has been independently tested for security features including resistance to drilling, picking and forced entry", and tells a householder to check "the faceplate of the lock or the strike plate for the BSI Kitemark or BS3621 marking". The Master Locksmiths Association adds that "Some insurers may insist your locks have to meet BS3621, other insurers may not have that exact requirement".
