Our own totals over the six named Halesowen areas cover 21,070 properties in the Valuation Office stock table CTSOP4.1 at 31 March 2025. 1,940, 9.2 per cent, predate 1919 and 5,670, 26.9 per cent, predate 1940. A further 3,730, 17.7 per cent, date from 1919 to 1939 and 8,770, 41.6 per cent, from 1945 to 1972. The published Dudley borough row covers 142,250 properties at 9.0 per cent pre 1919 and 28.3 per cent pre 1940.

Cradley West and Hayes Lane records 18.3 per cent before 1919. Cradley East records 36.9 per cent before 1940 and Halesowen East 33.5 per cent. Halesowen Town records 45.8 per cent built from 1945 to 1972, with 26.5 per cent of its households in flats, and Hayley Green records 0.9 per cent before 1919 with 55.1 per cent from 1945 to 1972 (VOA CTSOP4.1 and Census 2021 TS044). Census 2021 table TS054 records 20.6 per cent of Cradley West and Hayes Lane households renting from a private landlord or letting agency, against 5.4 per cent in Halesowen East.

The rules that change a window and door fitting job in Halesowen

Dudley Council states that "We have identified 22 Conservation Areas in Dudley Borough" and that in conservation areas "planning permission is required for extension and alterations, these controls being applied more strictly in Mushroom Green, The Leasowes and Love Lane where an Article 4 direction is in-place, (where minor alterations will also trigger the requirement for planning consent)". Its published table records two conservation areas in and around Halesowen: The Leasowes, Halesowen, designated February 1976, and Lutley Mill, Lutley, designated February 1975 and amended on 26 May 2022.

On Article 4 directions the council lists among the works needing permission: "Remove, replace or alter windows and doors. Planning permission is also needed to insert a new window or door opening into an existing wall". It states that "Special consideration is given to the preservation of historic and architectural detail of buildings, including features like single-glazed timber framed sash windows. These can be replaced on a like-for-like basis without having to meet energy efficiency standards." It also warns that "conducting unauthorised works to a Listed Building is a criminal offence".

The Planning Portal states that "An external window or door is a 'controlled fitting' under the Building Regulations" and that "Since 1 April 2002 building regulations have applied to all replacement glazing". It gives two routes: "an installer registered with the relevant competent person scheme", who provides a certificate on completion, or an unregistered installer or do it yourself, "in which case approval can be sought from the relevant Building Control Body". GOV.UK names Blue Flame Certification, CERTASS, Certsure, Fensa, NAPIT and ASSURE for replacement windows and doors in existing dwellings.

We counted the Google Maps results for window fitters in Halesowen on 17 September 2026. The sample was 40 listings: 14 carried a Halesowen postal address, 9 of them listed a website and 5 listed none. Two of the 14 are separate listings for the same firm name at two different B63 addresses. Five rows carried no address at all, and 21 sat outside the town.
