Our own totals over the eight named Stourbridge areas cover 23,650 properties in the Valuation Office stock table CTSOP4.1 at 31 March 2025. 2,530, 10.7 per cent, predate 1919 and 6,270, 26.5 per cent, predate 1940. A further 3,740, 15.8 per cent, date from 1919 to 1939 and 10,980, 46.4 per cent, from 1945 to 1972. The published Dudley borough row is a wider area again: 142,250 properties, 9.0 per cent pre 1919 and 28.3 per cent pre 1940.

Stourbridge Town and Old Quarter records 30.5 per cent before 1919 and 51.4 per cent before 1940, with 23.0 per cent of its households in flats. Norton North records 60.9 per cent built from 1945 to 1972 and Pedmore Fields 75.1 per cent. Wollaston records 11.0 per cent before 1919 (VOA CTSOP4.1 and Census 2021 TS044). Census 2021 table TS054 records 12.1 per cent of Dudley borough households renting from a private landlord or letting agency, and 17.4 per cent in the Town and Old Quarter.

The rules that change a window and door fitting job in Stourbridge

Dudley Council states that "Extensions and alterations which are normally permitted are controlled in designated areas by what is known as an Article 4 Direction. This means that planning permission must be obtained to make any changes to a property especially if it will be seen from the street, public footpath or public open spaces", and lists among the works needing permission under such a direction: "Remove, replace or alter windows and doors. Planning permission is also needed to insert a new window or door opening into an existing wall". It adds that "It is not the function of an Article 4 Direction to prevent you from altering or repairing your property, but it does allow the Council to give you advice about the best methods, design and building materials to use."

The council states that "We have identified 22 Conservation Areas in Dudley Borough" and that in conservation areas "planning permission is required for extension and alterations, these controls being applied more strictly in Mushroom Green, The Leasowes and Love Lane where an Article 4 direction is in-place". Its published table records five conservation areas in and around Stourbridge: High Street, Stourbridge, designated February 1975 and amended September 2005; Church Road, Oldswinford, February 1975; Love Lane, Oldswinford, September 1976 and amended April 1998; Stourbridge Branch Canal (Amblecote), March 1987 and amended April 2007; and Wollaston, January 1991.

The Planning Portal states that "An external window or door is a 'controlled fitting' under the Building Regulations" and that "Since 1 April 2002 building regulations have applied to all replacement glazing". It gives two routes: "an installer registered with the relevant competent person scheme", who provides a certificate on completion, or an unregistered installer or do it yourself, "in which case approval can be sought from the relevant Building Control Body".
