The published Valuation Office stock table CTSOP4.1, stock at 31 March 2025, records 69,210 properties in Norwich. That is the published local authority row for a tightly drawn district, and Thorpe St Andrew, Sprowston, Old Catton, Hellesdon and Costessey sit in Broadland and South Norfolk outside it. 19.0 per cent of the stock was built before 1900, 10.3 per cent between 1930 and 1939 and 10.3 per cent between 1965 and 1972.

The rules that change a cleaning job in Norwich

Norwich City Council's HMO licensing page sets the mandatory rule for the city: a licence is needed where "There are 5 or more tenants forming 2 or more households". The council states that "Every licence issued will have conditions attached. The conditions vary from property to property", and asks for fire safety, heating and safety certificate information with the application. That page describes the mandatory scheme only and names no additional or selective licensing designation. Separately the council publishes conservation area appraisals for seventeen named areas, from the City Centre to Mile Cross.

The deposit rule is national. GOV.UK states that a deposit must be protected where the home is rented on an assured periodic tenancy, and that assured periodic tenancies replaced assured shorthold tenancies on 1 May 2026. It names the three schemes in England and Wales as the Deposit Protection Service, MyDeposits and the Tenancy Deposit Scheme, states that the landlord or letting agent "must put your tenants' deposit in the scheme within 30 days of getting it", and lists what the tenant must be told within the same 30 days, including "how to apply to get the deposit back at the end of the tenancy".

Who you are up against in Norwich

We counted the Google Maps results for cleaning companies in Norwich on 17 September 2026. The sample was 40 listings. Seventeen carried a Norwich postcode under a domestic or commercial cleaning category and fifteen of those had a website, with two having none. Every one of the 40 rows carried a Norwich postcode. Two carpet cleaning firms and twelve window, gutter or pressure washing firms are counted separately, and the remaining nine rows were other businesses returned by the same search.

A separate Maps pull for letting agents in Norwich on the same day returned 40 listings, which is the cap we set. Thirty nine carried an NR postcode and 37 of the 40 were property businesses. That is 37 inside a capped sample of 40, not a count of the agents in the city.

Those are two dated samples of two searches. What we would do with them is give the city centre, Unthank, Heigham Grove, Thorpe Hamlet and Mile Cross a page each, and carry a landlord route separate from the tenant one.
