The published Valuation Office stock table CTSOP4.1, stock at 31 March 2025, records 111,430 properties in Southampton. That is the published local authority row and it covers the whole unitary authority. 11.7 per cent of the stock was built before 1900, 10.2 per cent between 1930 and 1939 and 12.6 per cent between 1955 and 1964.

Census 2021 table TS044 records 39.8 per cent of Southampton households in flats, made up of 34.7 per cent purpose built and 5.1 per cent converted, with 25.8 per cent semi detached and 19.6 per cent terraced. Table TS054 records 27.4 per cent of households renting from a private landlord or letting agency, with a further 1.8 per cent in other private renting. Both are whole authority figures.

The rules that change a cleaning job in Southampton

Southampton City Council has designated an area for additional HMO licensing. The designation notice states that it "may be cited as the Southampton City Council Designation for an Area for Additional Licensing of Houses in Multiple Occupation 2025", that it "was approved by the Council on 17 June 2025", that it "shall come into force on 1st October 2025" and that it "shall cease to have effect on 30 September 2030".

It states that the designation "shall apply to the an area that covers the Bevois, Bargate, Banister & Polygon, Portswood, Swaythling, Shirley, Bassett, Freemantle & Millbrook electoral wards within the City of Southampton as delineated on the map at Annex A", and that it applies to "any house which is a HMO and which is let or occupied under a tenancy or licence within the area described", with the exceptions the notice lists, among them a house already required to hold a licence under part 2 of the Housing Act 2004 and one let by a registered social landlord. Mandatory HMO licensing applies separately to larger HMOs.

Deposits are covered by a national rule rather than a council one. GOV.UK states that a deposit must be protected where the home is rented on an assured periodic tenancy, and that assured periodic tenancies replaced assured shorthold tenancies on 1 May 2026. It names the Deposit Protection Service, MyDeposits and the Tenancy Deposit Scheme as the three schemes in England and Wales, states that the landlord or letting agent "must put your tenants' deposit in the scheme within 30 days of getting it", and lists what the tenant must be told within the same 30 days, including "why you would keep some or all of the deposit".

Who you are up against in Southampton

We counted the Google Maps results for cleaning companies in Southampton on 17 September 2026. The sample was 40 listings. Fourteen carried a Southampton postcode under a domestic or commercial cleaning category and eleven of those had their own website, with three having none; one of the three gives a Facebook page in the website field, which is a Facebook page rather than a site of its own. One carpet cleaning firm and four window or gutter cleaning firms carried Southampton postcodes, two rows gave no address, and the rest were other trades.

A separate Maps pull for letting agents in Southampton on the same day returned 40 listings, which is the cap we set. Every one of the 40 carried a Southampton postcode and 35 were property businesses. That is 35 inside a capped sample of 40, not a count of the agents in the city.

Those are two dated samples of two searches. What we would do with them is give Bevois, Portswood, Swaythling, Shirley and Bargate a page each, and carry a shared house page written for landlords and agents in the designated wards.
