The published Valuation Office stock table CTSOP4.1, stock at 31 March 2025, records 93,700 properties in York. That is the published local authority row and it covers the whole unitary authority rather than the walled city alone. 14.3 per cent of the stock was built before 1900, 12.3 per cent between 1930 and 1939 and 11.7 per cent between 1955 and 1964.

Census 2021 table TS054 records 17.8 per cent of York households renting from a private landlord or letting agency, with a further 2.2 per cent in other private renting and 65.1 per cent owned. Table TS044 records 35.8 per cent of households in semi detached houses, 23.8 per cent terraced, 22.5 per cent detached and 15.7 per cent in flats. Both are whole authority figures.

The rules that change a cleaning job in York

City of York Council runs mandatory and additional HMO licensing. Its licensing pages state that an "HMO licence is required for any House in Multiple Occupation (HMO) occupied by 5 or more people in 2 or more households, where householders share facilities such as the kitchen, bathroom, or toilet", and that the additional scheme, in force from 1 April 2023, applies to properties with "3 or 4 people who form more than one household, where householders share facilities".

The council names the eight wards covered as Clifton, Fishergate, Fulford and Heslington, Guildhall, Heworth, Hull Road, Micklegate, and Osbaldwick and Derwent, and points landlords to its HMO guidance notes and local implementation policy for physical standards, management standards and the "fit and proper person test including the training requirements". Separately, the council's Article 4 direction for HMOs "removes permitted development rights" and "requires a planning application to be submitted to change a property from a dwelling house into an HMO" in the main urban area shown on its map, in effect from 20 April 2012.

The deposit rule comes from GOV.UK. A deposit must be protected where the home is rented on an assured periodic tenancy, and assured periodic tenancies replaced assured shorthold tenancies on 1 May 2026. GOV.UK names the Deposit Protection Service, MyDeposits and the Tenancy Deposit Scheme as the three schemes in England and Wales, states that the landlord or letting agent "must put your tenants' deposit in the scheme within 30 days of getting it", and lists what the tenant must be told within the same 30 days, including "what to do if there's a dispute over the amount of deposit to be returned at the end of the tenancy".

Who you are up against in York

We counted the Google Maps results for cleaning companies in York on 17 September 2026. The sample was 40 listings. Sixteen were independent firms with a York postcode under a domestic, commercial or specialist cleaning category, and fifteen of those had a website, with one having none. Five further rows with York postcodes are national or franchise brands and are counted separately, as are three carpet cleaning firms and four window cleaning firms. One row gave no address and eleven were other businesses.

A separate Maps pull for letting agents in York on the same day returned 40 listings, which is the cap we set, all with a York address, and 38 of them were property businesses. That is 38 inside a capped sample of 40, not a count of the agents in the city.

Those are two dated samples of two searches. What we would do with them is give Guildhall, Hull Road, Fishergate, Clifton and Heworth a page each, and carry a shared house page written for landlords and agents in the eight wards.
