Our own total of the Valuation Office stock table CTSOP4.1, stock at 31 March 2025, across the three Frome census areas is 12,520 properties. 2,180 of them were built before 1919, 2,730 before 1940, 2,690 between 1945 and 1972, 4,360 between 1973 and 1999 and 2,660 from 2000 onwards. These are our own totals over the three named Frome areas rather than a published town row.

By area the table records Frome North West at 30 per cent before 1919, Frome North East at 72.7 per cent between 1973 and 1999, and Frome South and East at 28.5 per cent from 2000 onwards. Census 2021 table TS044 records 43.7 per cent of Frome North East households in detached houses, 36.3 per cent terraced with 22.5 per cent flats in Frome North West, and 33.2 per cent semi detached with 33.2 per cent terraced in Frome South and East.

The Frome Town Design Statement was adopted as a Supplementary Planning Document at Full Council on 22 October 2015, and Somerset Council's page says its guidelines cover landscape, soft and hard, boundaries, gardens, trees, green spaces and open space. 3,260 properties, 72.7 per cent built between 1973 and 1999 and 2.5 per cent before 1919 (Valuation Office stock tables, 2025). Census 2021 TS044 records 43.7 per cent detached, the highest detached share of the three Frome areas.

Frome South and East, Keyford and Berkley Down

5,020 properties, 28.5 per cent built from 2000 onwards, 27.7 per cent between 1945 and 1972 and 16.5 per cent before 1919 (Valuation Office stock tables, 2025). Census 2021 TS044 records 33.2 per cent semi detached and 33.2 per cent terraced.

Somerset Council's page on the Frome Town Design Statement says the document identifies 27 character areas and that within each one the distinctive features and the main issues are identified.

The rules that change a landscaping job in Frome

Somerset Council says "All trees in conservation areas are protected from unnecessary felling or lopping. If you live in a conservation area you are required to notify us six weeks in advance of any such work through the standard planning application process." The same council says the six week notice period gives it time to assess whether the tree is worthy of tree preservation order status, and that the forms to give notice are on the Planning Portal website.

On conservation areas the council says that if you live in or run a business from one "you may need our written consent before making changes which in other areas you may not need permission for", and its own list of those changes includes "laying paving or building walls" and "demolishing any buildings or structures (including outbuilding, gates, fences, railings, walls)". It adds that Article 4 Directions "can be applied across all or part of a conservation area".

On front gardens the Planning Portal says you will not need planning permission where a new or replacement driveway of any size uses permeable or porous surfacing which allows water to drain through, or where the rainwater is directed to a lawn or border to drain naturally. The same page says planning permission will be needed for laying traditional, impermeable driveways over five square metres that do not provide for the water to run to a permeable area, and that the permitted development allowances apply to eligible houses, not to flats or maisonettes.

Who you are up against in Frome

We counted the Google Maps results for landscapers in Frome on 16 September 2026. The sample was 40 listings, almost all of them with a BA11 postcode: twenty seven were garden, landscaping, garden design, fencing or paving firms, seventeen of those had a website of their own, three had only a social media page and seven had neither. Eight of the twenty seven were categorised as garden designers or landscape architects rather than contractors, and the other thirteen places were a builders merchant, two tree surgery firms, three architects and a surveyor, a civil engineer, a general property maintenance firm, a builder, a bookshop, a childcare nursery and a community field.

One search, one day in September, one sample. What we would do with it is separate the design work from the build work into their own pages, then give the old town, Frome North East and Keyford an area page each.
