Sheffield City Council's conservation areas page names 38 conservation areas within the city boundary, 35 of them in Sheffield's own planning area, among them Nether Edge, Broomhill, Ranmoor, Fulwood, Dore, Totley, Endcliffe, Norton, Greenhill, Ecclesfield and the City Centre.
Nether Edge and Broomhill carry Article 4 directions. The council's page describes those two directions as removing permitted development rights for solar panels on roof slopes facing a highway, and that is the only effect stated there. Separately, an Article 4 direction that came into force on 10 December 2011 means that within its area "you now need to apply for planning permission to convert a dwellinghouse (Use class C3) into an HMO for 3 to 6 unrelated people".
For extension design the council publishes guidance called Designing House Extensions. It says two storey flat roofed extensions to dwellings with pitched roofs "will not normally be approved if the roofline is clearly visible from the street", and that such an extension is expected to be set back at least 0.5m. It says dormer windows "should not rise above the existing ridge line of a roof, nor dominate the roof plane on which they sit". It sets a 45 degree angle to the nearest point of a neighbour's window, a 12 metre distance in front of a neighbour's ground floor main windows and 21 metres between facing main windows. The same guidance says its advice does not apply to dwellings in conservation areas or to listed buildings, "for which stricter design criteria apply".
We would build a page that carries those figures, explains which jobs need permission, and says that you check the address against the conservation boundary and the two Article 4 directions before you quote.
