The published district row beside it holds 86,510 properties at 25.8 per cent from 2000 onwards.

The rules that change a paving job in Colchester

Colchester City Council's Article 4 Direction on the Mill Field Estate conservation area requires planning permission for the "provision of hard surfaces incidental to the enjoyment of a dwellinghouse" and for the "erection, construction, maintenance or alteration of a gate, fence, wall or other means of enclosure". That is the front of the house named directly.

In Conservation Area 4, North Station Road and Environs, Directions took effect on 12 April 2024 covering, among other works, "The erection, construction, maintenance, improvement or alteration of a gate, fence, wall or other means of enclosure" and specified access works to highways that are neither trunk roads nor classified roads, where the access is required in connection with development permitted by the classes the direction identifies.

Essex County Council issues the crossing. Its standard criterion is a parking area on the property with a "depth of 5 metres (at approximately right angles to the road) by a width of 2.5 metres", it rejects frontage parking depths below five metres while allowing consideration of exceptional circumstances under the public sector equality duty, and it sets the crossing itself at "between 4 to 5 drop kerb lengths (3.6 to 4.5 metres) and 2 ramp kerbs (1.8 metres)" for a single property. It also asks the applicant to show ownership or control of the land between the property and the public highway.

The Planning Portal carries the national front garden rule. An eligible house with the relevant permitted development rights may be paved with permeable surfacing or drained to a lawn or border without an application, and impermeable paving over five square metres needs permission where it does not drain to a permeable area.
