The published district row beside it holds 58,720 properties at 17.9 per cent pre 1919 and 25.6 per cent from 2000 onwards.

The rules that change a paving job in Winchester

Asked whether an Article 4 Direction applies to single dwellinghouses in its conservation areas, Winchester City Council answers: "No- at present no additional planning controls known as Article 4 Directions that restrict certain permitted development have been attached to single-occupancy dwellinghouses within Winchester`s conservation areas." It also sets out what such a Direction can cover if one is served in future, including front gardens, vehicular hardstandings, walls, gates and fences.

The district has thirty seven conservation areas, and the council states that designation "automatically increases the Council's control over demolition of buildings and over certain alterations to residential properties".

Hampshire County Council issues the vehicle crossing. It states that "Roads listed A, B or C are classified roads. If access is taken from a classified road you will need planning permission", sets the order as applicant appoints contractor, contractor applies for a Section 171 licence to excavate the highway, and then "Applicant must view Section 171 licence before work starts". It adds that approval is valid for 12 months and that "Where applicable, Planning Permission does not override the technical requirements of the crossing approval".

The Planning Portal sets the national front garden rule. An eligible house with the relevant permitted development rights may be paved with permeable surfacing or drained to a lawn or border without an application, and impermeable paving over five square metres needs permission where it does not drain to a permeable area.

The sample was 40 listings, 7 of them carrying a Winchester address: 6 of those 7 had a website and 1 had none. Three more in area listings are suppliers, a ready mix concrete supplier, a paving materials supplier and an aggregate supplier, counted separately. The rest reach across the south from Southampton, Andover, Hook, Yateley, Woking, Bordon, Wimborne and Verwood, and four came from Newcastle, Sunderland, Annan and Kirknewton.
