Our own total of the Valuation Office table CTSOP4.1, at 31 March 2025, over the five census areas named for Neath covers 14,890 properties: 3,630 built before 1919, which is 24.4 per cent, and 5,710 before 1940, which is 38.3 per cent, with 28.5 per cent between 1945 and 1972 and 9.4 per cent from 2000 onwards. The published Neath Port Talbot authority row beside it holds 67,170 properties at 30.6 per cent pre 1919.

Census 2021 table TS044 records 43.1 per cent of Neath Port Talbot households in semi detached houses, 25.4 per cent terraced and 21.3 per cent detached. By area it records Neath Town at 56.7 per cent terraced, Cimla at 50.6 per cent semi detached and Cadoxton and Bryn-coch at 48.5 per cent detached.

The rules that change a paving job in Neath

Neath Port Talbot Council sets its crossing conditions in numbers. A driveway must "be more than 4.8 metres long, from your house to where your drive meets the pavement", "be more than 2.6 metres wide at all points (3.6 metres for disabled access)", "allow you to drive into the property in one movement. The driveway should be at 90 degrees to the road" and "be at least 10 metres away from main junctions".

On who does the work the council is open: "You can hire your own contractor. We will check the work meets the agreed standards when it is complete." It adds that "As part of the application, we will check if you need planning permission for the proposed access", and that a tenant must get the landlord's permission before applying.

Neath is in Wales, so the front garden rule is the Welsh Government's rather than the English Planning Portal's. The Welsh Government states: "If you are intending to lay or replace a hard surface to the front of your house you must use permeable or porous materials; alternatively surface water run-off from an impermeable hard surface, such as concrete, must be directed to a permeable or porous surface to the front of your home", and "You can replace or repair a small area of up to 5 square metres of existing hardsurfacing without using permeable or porous materials".

The Welsh Government adds that permitted development rights may have been removed by the local planning authority or by an article 4 direction, which it says is "most common in conservation areas", and that a listed building may need listed building consent.
