Solihull Metropolitan Borough Council is unusually firm about who builds the crossing. Its own words are: "The construction of all dropped kerbs in Solihull can only be carried out by Solihull Council's own highways contractors." The application is made on the council's online form.

The same council names 20 conservation areas, among them Olton, Knowle, Hampton-in-Arden, Castle Bromwich and Solihull itself, and its conservation guidance states that "a conservation area may also be the subject of an article 4 Direction, which removes further permitted development rights".

The Planning Portal carries the national rule for a front garden. On an eligible house with the relevant permitted development rights, paving may use permeable surfacing or drain to a lawn or border without a planning application, while impermeable paving over five square metres needs permission where it does not drain to a permeable area, and flats, maisonettes, certain converted or newly created houses and properties with relevant restrictions sit outside that allowance.
