Coventry City Council states that "The construction of all domestic vehicle pavement crossings shall be undertaken by the Council's own approved contractor or a Contractor meeting the criteria listed below". For an outside contractor it asks for "Evidence of the contractor's public liability insurance (5,000,000 pounds minimum)" and "Copies of the Supervisors and Operatives NRSWA Streetworks qualification cards (required under national legislation to undertake works on the highway)".
The council adds a second condition on the same page: "If you want to use an external contractor to construct your dropped kerb, you will need to make sure you have the correct planning permission in place."
The city has 19 conservation areas, and the council states that not all of them carry an Article 4 Direction. Where one is in force, it says, works such as replacement windows or the demolition of front garden walls need planning permission.
The national front garden rule sits on the Planning Portal. An eligible house with the relevant permitted development rights may be paved with permeable surfacing or drained to a lawn or border without an application, and impermeable paving over five square metres needs permission where it does not drain to a permeable area, with flats, maisonettes, certain converted or newly created houses and properties with relevant restrictions outside the allowance.
