Kirklees makes an annual gas safety certificate a mandatory condition of an HMO licence, in the council's own words.

Our own totals of the Valuation Office table CTSOP4.1, stock at 31 March 2025, cover 14,080 dwellings across the five census areas that make up Batley (Wilton Park, Carlinghow and Brookroyd, Upper Batley and Soothill, Batley Central, Staincliffe and Healey, and Batley Carr and Mount Pleasant). 27.7 per cent of them predate 1919 and 41.7 per cent predate 1940. 30.6 per cent went up between 1945 and 1972 and 11.6 per cent in 2000 or later.
The published Kirklees row in the same table records 193,280 properties, 26.9 per cent of them pre 1919. Census 2021 table TS044 puts 34.2 per cent of Kirklees households in semi detached houses and 31.5 per cent in terraces. Table TS054 records 19.1 per cent of Kirklees households renting privately, and our own count for the five Batley areas gives 2,856 privately rented households out of 13,199, which is 21.6 per cent.

Landlords must arrange annual safety checks for the gas appliances and flues they provide, whether or not the property needs a licence. The Health and Safety Executive sets out who the duty falls on, and we would link its page beside the council one.
Kirklees Council runs mandatory HMO licensing for properties with five or more occupants in two or more households. Its houses in multiple occupation page sets out, as a mandatory condition of a licence, that "a valid gas safety certificate must be provided annually". That is the council's own wording and it is the line to put in front of a Batley landlord. No selective licensing scheme covers Batley. Mandatory HMO licensing may still apply.
Building Regulations are the national rule rather than a Kirklees one. Gov.uk says you might need approval to "install or replace a heating system" or to "add extra radiators to a heating system", and that a bathroom involving plumbing can need it too. It also says "You do not need advance approval for emergency repairs to your boiler or heating system, but there are rules you must follow", and "You do not need to get approval yourself if you use someone registered with a competent person scheme". Your boiler page would say that in those terms and explain what your registration covers.

We counted the Google Maps results for plumbers in Batley on 16 September 2026. The sample was 40 listings. Ten of them are trade firms with a WF17 Batley postcode: seven have a website, three have none, and one of the seven is a Facebook page rather than a site of its own. Seven more of the 40 are merchants, DIY shops or bathroom stores, counted separately here. The remaining 23 sit outside WF17 or give no address at all, including firms from Mirfield, Liversedge, Cleckheaton, Ossett, Wakefield and Leeds.
That is one dated sample of one search. What it is worth to you is a page each for Batley Carr, Staincliffe, Batley Central, Carlinghow and Birstall, carrying the jobs you have finished in them.
