Landlords must arrange annual safety checks for the gas appliances and flues they provide, whether or not the property needs a licence. The Health and Safety Executive sets out who the duty falls on, and we would link its page beside the council one.
Goole carries a licensing fact of its own. East Riding of Yorkshire Council's houses in multiple occupation page refers to "the council's additional licensing scheme which operates in Goole", so additional HMO licensing runs in the town on top of the national mandatory scheme. The same page says a licence applicant must "produce a valid gas safety certificate annually, where appropriate". The qualifier is the council's and it travels: the scheme does not mean every rented house in Goole needs a licence, and the page does not publish the designated streets or the scheme's start and end dates.
Separately, the council launched a consultation on Friday 15 May 2026 on an Article 4 Direction covering the Rapid Inundation Zone in Goole, which would remove permitted development rights for small HMO conversions of three to six occupants and require planning permission instead. That is a planning control on conversions rather than a plumbing or gas rule. We would explain how you check the boundary, any Article 4 direction and the proposed work before confirming whether permission is needed, and say plainly that inside work is inside work.
The boiler rules are national. Gov.uk says approval may be needed to "install or replace a heating system", and that "You do not need advance approval for emergency repairs to your boiler or heating system, but there are rules you must follow". A landlord reading that on your site understands what your certificate is for.
