Kirklees Council's conservation area maps page names four conservation areas in the town: Batley Market Place, Upper Batley, Station Road Batley and Cross Bank Batley. On listed buildings the council states: "You must apply for listed building consent if: You want to demolish a listed building or curtilage listed building. You want to alter or extend a listed building or curtilage listed building in a manner which would affect its character as a building of special architectural or historic interest", and that "It is a criminal offence to carry out work which needs listed building consent without obtaining it beforehand". The maps page does not state a rule about painting and does not set out an Article 4 Direction for the town.
The national line a Batley customer reads first is the Planning Portal's: "You do not need to apply for planning permission for repairs, maintenance or minor improvements, such as painting your house", set against the rule that in a Conservation Area, a National Park, an Area of Outstanding Natural Beauty or the Broads "you will need to apply for planning permission before cladding the outside of your house with stone, artificial stone, pebble dash, render, timber, plastic or tiles". The Portal states as well that "If you live in a listed building, you will need listed building consent for any significant works whether internal or external".
