Bradford Council states that "There are 60 conservation areas in the Bradford District" and lists eighteen of them under the Keighley area, among them Keighley Town Centre, Devonshire Park and Cliffe Castle, Low Utley, East Morton, Oakworth, Silsden, Steeton, Haworth, Stanbury and the Leeds Liverpool Canal. The council records that the Keighley Town Centre Conservation Area Assessment "was approved by the Keighley Area Committee on 21 November 2013".
The council also states that "There are 6 Article 4 Directions within the Bradford district". Three of them remove permitted development rights for exterior painting.
The Apsley Crescent direction "removes permitted development rights for the construction of dormer windows on residential properties and the painting of the exterior of any building within the defined area". The Little Horton and Manningham stone painting directions, both made on 2 July 1985, each "removes permitted development rights for the painting of the exterior of any building within the defined area".
The council lists Apsley Crescent, Little Horton and Manningham under its Bradford outer areas rather than under the Keighley area. We would put an address check on the page before any exterior work is confirmed.
The national position sitting underneath is the Planning Portal's: it states "You do not need to apply for planning permission for repairs, maintenance or minor improvements, such as painting your house", and that in a Conservation Area, a National Park, an Area of Outstanding Natural Beauty or the Broads "you will need to apply for planning permission before cladding the outside of your house with stone, artificial stone, pebble dash, render, timber, plastic or tiles", which is a sentence about cladding. It also states that "If you live in a listed building, you will need listed building consent for any significant works whether internal or external".

The sample was 5 listings carrying a Keighley postal town in a painting or decorating category: 4 had a website and 1 had none. Three further Keighley rows were merchants or shops rather than decorating firms, one of them a national chain branch, and five more carried other trade categories, among them carpenter, kitchen remodeller and roofing contractor.
