Those figures cover the whole authority rather than the city centre alone. 28.4 per cent of the same stock went up between 1945 and 1972, 16.1 per cent between 1973 and 1999 and 18.5 per cent from 2000 onwards.

The rules that change a painting and decorating job in Leeds

Leeds City Council states that "There are 80 Conservation Areas in the Leeds district" and that "55 of the Conservation Areas have appraisals and management plans, which set out what is special about the area and how to preserve or enhance its character and appearance". On work inside one it states that "planning permission is required for some works that normally wouldn't need it, including small extensions, roof extensions including dormer windows, cladding or rendering, some satellite dishes and radio masts, some chimneys, flues, soil and vent pipes, some solar panels", and it treats listed buildings separately through listed building consent.

The national position a Leeds customer is reading elsewhere is the Planning Portal's, which states that "You do not need to apply for planning permission for repairs, maintenance or minor improvements, such as painting your house", and that in a Conservation Area, a National Park, an Area of Outstanding Natural Beauty or the Broads "you will need to apply for planning permission before cladding the outside of your house with stone, artificial stone, pebble dash, render, timber, plastic or tiles". It also states that "If you live in a listed building, you will need listed building consent for any significant works whether internal or external".

The council's published Article 4 direction covers conversion of a property into a house in multiple occupation within the mapped areas, and the council's pages do not state an Article 4 rule about painting.

We counted the Google Maps results for painters and decorators in Leeds on 16 September 2026. The sample was 19 listings carrying a Leeds address, including Morley, Pudsey, Horsforth and Rothwell postcodes: 18 had a website and 1 had none. The other rows in the pull were ten listings with no address shown and eleven outside the authority, as far off as Derby, Nottingham, Stoke-on-Trent, Crewe and Northwich.
