Our own totals over the eight named Harrogate areas record 34,890 properties, 10,540 built before 1919, which is 30.2 per cent, and 15,510 before 1940, which is 44.5 per cent (VOA CTSOP4.1, stock at 31 March 2025). The published local authority row beside the town is North Yorkshire Council, a unitary covering the whole county at 306,270 properties, and the county row and the town total are not comparable figures. Central Harrogate records 67.5 per cent before 1919 and the Stray 54.6 per cent, while Saltergate records 5.2 per cent.

Census 2021 records North Yorkshire at 15.3 per cent of households renting from a private landlord or letting agency and 33.8 per cent living in detached houses. Inside the town the tables read differently area by area: Central Harrogate records 57.4 per cent of households in flats and 42.5 per cent renting privately, the Stray 49.9 per cent in flats, and Harrogate West and Pannal Ash 48.8 per cent in detached houses with 10.5 per cent renting privately.

Central Harrogate

48.8 per cent of households are in detached houses and 46.9 per cent own outright, with 28.3 per cent of the stock built before 1940 and 16.6 per cent from 2000 onwards (Census 2021 TS044 and TS054; VOA CTSOP4.1, 2025).

Starbeck is 43.8 per cent pre 1940 with 43.9 per cent of households in semi detached houses, and Bilton 43.0 per cent pre 1940 with 57.2 per cent semi detached (VOA CTSOP4.1, 2025; Census 2021 TS044).

The rules that change a painting and decorating job in Harrogate

North Yorkshire Council states that it "look[s] after the historic environment of North Yorkshire by making sure that certain buildings and areas are given proper consideration during planning proposals", and it routes conservation area and listed building enquiries through an area lookup rather than publishing the Harrogate detail on the page itself.

Harrogate Borough Council's own Article 4 Directions page now redirects to a North Yorkshire Council welcome page, and no current council page carrying the Harrogate wording was retrievable on 17 September 2026. That is an absence of a retrievable page rather than an absence of a direction, and the council's own area lookup is the place a customer checks an address.

Against that, the Planning Portal is what a Harrogate customer has usually half read: it states that "You do not need to apply for planning permission for repairs, maintenance or minor improvements, such as painting your house", and that in a Conservation Area, a National Park, an Area of Outstanding Natural Beauty or the Broads "you will need to apply for planning permission before cladding the outside of your house with stone, artificial stone, pebble dash, render, timber, plastic or tiles". The same page states that "If you live in a listed building, you will need listed building consent for any significant works whether internal or external".

We counted the Google Maps results for painters and decorators in Harrogate on 16 September 2026. Fifteen listings carried a Harrogate address and ten of those are decorating firms: 6 had a website and 4 had none. Three of the remaining five are paint and decorating merchants and two are listed under a plastering category, and nineteen further rows in the pull sat outside the town, in Knaresborough, Otley, Pudsey, Leeds, Bradford, Selby, York, Northallerton, Sheffield and Swindon.

    The header puts Email, Phone and WhatsApp side by side above the nav, and the nav splits the specialist work into kitchen cabinet painting, furniture, murals and faux finishes.
