Our own totals over the three named Shipley areas record 11,070 properties, 1,900 built before 1919, which is 17.2 per cent, and 5,470 before 1940, which is 49.4 per cent (VOA CTSOP4.1, stock at 31 March 2025). The published Bradford local authority row beside them records 223,950 properties at 29.6 per cent before 1919 and 46.1 per cent before 1940. Shipley Town is 35.6 per cent pre 1919, Windhill 5.4 per cent pre 1919 and 51.3 per cent pre 1940, and Saltaire is not in the town total: it is paired with Baildon West in its own area and is left out.

Census 2021 records 31.4 per cent of Shipley Town households renting from a private landlord or letting agency and 34.2 per cent living in flats, 28.3 per cent purpose built and 5.9 per cent converted. Windhill records 24.4 per cent renting socially and 19.9 per cent in flats, and Wrose and Bolton Woods 66.8 per cent in semi detached houses and 69.7 per cent owner occupied.

50.6 per cent pre 1940 and 30.9 per cent built between 1945 and 1972, with 66.8 per cent of households in semi detached houses and 69.7 per cent owner occupied (VOA CTSOP4.1, 2025; Census 2021 TS044 and TS054).

Saltaire

Bradford Council records that the Saltaire Article 4 Direction was made on 21 December 1976 and that all of the properties within the defined area became listed buildings in 1984 (Bradford Council). The Valuation Office totals above do not cover it: the area pairs Saltaire with Baildon West.

The rules that change a painting and decorating job in Shipley

The local constraint next to the town is Saltaire. Bradford Council records that "The Saltaire Article 4 Direction was made on 21 December 1976. It removed permitted development rights for external alterations and extensions (including porches) to residential properties within the defined area", and that "All of the properties within the defined area became listed buildings in 1984. This means that they now have a greater degree of protection which supersedes the controls in the Article 4 Direction, as listed building consent is required for all alterations and extensions to the properties."

Saltaire is one of the 60 conservation areas Bradford Council lists, under its Bingley and Shipley grouping, alongside Wrose, Baildon, Baildon Green, Baildon Station Road, Bingley, Cullingworth, Eldwick Beck, Esholt, Micklethwaite, the Leeds Liverpool Canal and Wilsden. The council states that "There are 6 Article 4 Directions within the Bradford district", and three of those remove permitted development rights for exterior painting in defined areas the council names as Apsley Crescent, Little Horton and Manningham, which it lists under Bradford outer areas rather than under the Bingley and Shipley grouping.

The national wording a Shipley customer meets first is the Planning Portal's: "You do not need to apply for planning permission for repairs, maintenance or minor improvements, such as painting your house", while in a Conservation Area, a National Park, an Area of Outstanding Natural Beauty or the Broads "you will need to apply for planning permission before cladding the outside of your house with stone, artificial stone, pebble dash, render, timber, plastic or tiles". The Portal adds that "If you live in a listed building, you will need listed building consent for any significant works whether internal or external".
