The rules that change a scaffolding job in Abingdon

Vale of White Horse District Council has 52 designated conservation areas, Abingdon Town Centre among them. On designation it says "extra planning controls will apply to that area", and that "you will need planning permission in order to carry out some minor developments which do not normally require consent outside a conservation area. This includes, for example, the insertion of new dormers, roof extensions and cladding".

The council's Article 4 direction at 13 to 16 Thames Street in Abingdon, served in 1995, allows it to "remove permitted development rights granted by the GPDO, this means you would need planning permission for all works specified in the Direction".

Oxfordshire County Council is the highway authority and issues the licence for scaffolding on or over the highway. Its page says "You must apply at least five working days before your start date", and its conditions document says at S9 that "If local permanent lighting is not adequate, illumination must be provided and a yellow / red lamp attached at each corner".
