Another 27.2 per cent went up between 1945 and 1972 and 33.4 per cent between 1973 and 1999.
The older stock is not spread evenly across the town. Banbury Grimsbury is 21.8 per cent pre 1919 and Banbury Ruscote nil per cent, on the published rows of the same table. Census 2021 table TS044 records 39.2 per cent of Grimsbury households in the two recorded flat categories, and 6.8 per cent in Banbury Hardwick.

Cherwell District Council says "There are currently 60 conservation areas in Cherwell, reflecting the high quality environment of the district", and that "Conservation areas are designated for many of the villages as well as for the market towns of Banbury and Bicester". In Banbury it names three: the town centre, Grimsbury, and the Oxford Canal along its whole length. It also records "approximately 225 listed buildings" within the town.
Oxfordshire County Council issues the licence for scaffolding on or over the highway. Its page says a firm registers with the Licensing and Streetworks Administration Team before it applies, sending a signed copy of the conditions and "a copy of your ten million pounds sterling Public Liability Insurance". On tacit consent the same page says "No. It is in the public interest that we must process your application before it can be granted."
The county's conditions document adds two standing requirements. At S7 it says "It is a requirement of any licence that sole plates are used in all circumstances", and at S9 that "If local permanent lighting is not adequate, illumination must be provided and a yellow / red lamp attached at each corner".

We counted the Google Maps results for scaffolders in Banbury on 16 September 2026. The sample was 40 listings: nine carried a Banbury address, five of those nine had a website and four had none. Four more rows carried another Oxfordshire address, and four of the 40 were not scaffolding firms.
