Hampshire County Council, not the borough council, is the highway authority. It says a licence is required "to build, erect or maintain on or over a highway, a scaffolding or other structure which obstructs the highway under section 169 Highways Act 1980", and that it "requires a minimum of ten clear working days between the date of application for a scaffold or structure licence and the intended start date of the licence".
On insurance the county requires public liability cover with a minimum of ten million pounds for scaffolding, and employers liability cover with a minimum of ten million pounds where the scaffolding contractor directly employs operatives, adding that "the Council reserves the right to increase these amounts if it is considered that the site location requires a higher degree of cover". It states that anyone who fails to comply with the terms of a licence is guilty of an offence and that it will prosecute under section 169(5).
Basingstoke and Deane Borough Council states there are "more than 40 conservation areas in the borough", and names Fairfields, South View, Brookvale West and Basingstoke Town Centre as Article 4 areas in the town, where work "generally where it can be seen from the street" that could otherwise be done without permission is managed through the planning process.

We counted the Google Maps results for scaffolders in Basingstoke on 16 September 2026. The sample was 40 listings: six carried a Basingstoke postal address, four of those six had a website and two had none. Two rows gave no address in the pull, five sat in Hook and Tadley, and the rest ran out through Farnborough, Aldershot, Winchester, Wokingham and Reading.
