Witney West is nil per cent pre 1919 with 36.1 per cent from 2000 onwards, and Witney Central is 9.5 per cent pre 1919, on the published rows of the same table. Census 2021 table TS044 records 21.9 per cent of Witney Central households in the two recorded flat categories, 12.2 per cent in Witney East and 8.4 per cent in Witney West.

The rules that change a scaffolding job in Witney

West Oxfordshire District Council says "West Oxfordshire District has 51 conservation areas", one of them Witney and Cogges. On listed buildings it says "Listed building consent is required for alterations and extensions to listed buildings. This applies to both the exterior and the interior of the building", and that "Most attached structures and buildings and structures within the historic curtilage of a listed building are also covered by the listing".

Oxfordshire County Council is the highway authority for the town and issues the licence for scaffolding on or over the highway. Its page says "You must apply at least five working days before your start date", and that a firm registers with the Licensing and Streetworks Administration Team before applying.

The Health and Safety Executive states that a scaffold is inspected following installation and "at an interval of no more than every 7 days thereafter", and following any circumstances liable to jeopardise the safety of the installation. It says that "All scaffolding inspection must be carried out by a competent person whose combination of knowledge, training and experience is appropriate for the type and complexity of the scaffold" (hse.gov.uk).
