South Oxfordshire District Council records 72 designated conservation areas and lists an Article 4 direction at Didcot Station Road. It says an Article 4(1) direction allows the council to "remove permitted development rights granted by the GPDO, this means you would need planning permission for all works specified in the Direction".
Oxfordshire County Council is the highway authority and issues the licence for scaffolding on or over the highway. Its page says "You need to apply to us for permission when you need to erect scaffolding, staging, hoarding or fencing to secure a building site", and that the licence "also includes the use of access machinery, such as cranes and cherry pickers on the highway in relation to building work".
The county's conditions document says at S4 that "Where pedestrians pass through / under a scaffold, the minimum height of the first lift must not be less than 2.6 metres", and at S7 that "It is a requirement of any licence that sole plates are used in all circumstances".
