Bicester North is 78.9 per cent built between 1973 and 1999 and Bicester West 51.2 per cent built between 1945 and 1972, on the published rows of the same table. Census 2021 table TS044 records 22.2 per cent of Bicester South households in the two recorded flat categories and 2.4 per cent in Bicester West.

The rules that change a scaffolding job in Bicester

Cherwell District Council says "There are currently 60 conservation areas in Cherwell, reflecting the high quality environment of the district", and that "Conservation areas are designated for many of the villages as well as for the market towns of Banbury and Bicester". Its Local Plan Review says of the former RAF Bicester site that "The whole of the site is a Conservation Area."

Oxfordshire County Council is the highway authority, and its licence covers scaffolding on or over the highway. Its page says the licence "also includes the use of access machinery, such as cranes and cherry pickers on the highway in relation to building work", and that you "must apply at least five working days before your start date".

The county's conditions document cites "The Highways Act 1980 sections 130, 169 and 174" and notes a right of appeal to the magistrates under section 169(2). Road closures carry their own notice period of eight weeks on the same document.
