The published Reading local authority row of the Valuation Office stock table CTSOP4.1, stock at 31 March 2025, records 77,290 properties. 18,860 were built before 1919, which is 24.4 per cent, and 28,890 before 1940, which is 37.4 per cent. Another 23.3 per cent went up between 1945 and 1972 and 21.4 per cent from 2000 onwards. Those figures cover the whole authority rather than the town alone.

Census 2021 table TS044 records 26.9 per cent of Reading households in purpose built flats and 4.8 per cent in converted or shared houses, including bedsits, with 28.2 per cent in terraced houses. Table TS054 records 30.1 per cent renting from a private landlord or letting agency.

The rules that change a scaffolding job in Reading

Reading Borough Council is specific about who may hold the licence: only scaffolding companies can apply, and building contractors and residents cannot. It states that the minimum licence period for a scaffold licence is four weeks and that renewal "is not automatic and will depend on the way works have been carried out during the period of the original licence".

The council requires that all scaffolding erected above or on the public highway is covered by public indemnity insurance with minimum cover of ten million pounds, with evidence of an adequate policy provided. It also requires a laminated copy of the current licence to be displayed on the scaffold where it stands on the highway and to be visible to anyone using the public highway.

On heritage the council lists 15 conservation areas and advises that planning permission will probably be needed for demolition of unlisted buildings and many changes to buildings or structures in conservation areas. It says listed building consent is needed to alter, extend or demolish a listed building, and separately identifies planning permission for new buildings affecting the setting of a listed building.

HSE sets the inspection rule for scaffolding: following installation and before first use, then "at an interval of no more than every 7 days thereafter", and following any circumstances liable to jeopardise the safety of the installation, by a competent person whose knowledge, training and experience suit the type and complexity of the scaffold.
