Newbury South West is 21.5 per cent pre 1919 and 35.1 per cent pre 1940, while Newbury Central and Greenham is 55.5 per cent built from 2000 onwards. Census 2021 table TS044 records 14.7 per cent of West Berkshire households in the two recorded flat categories, 33.1 per cent detached and 32.5 per cent semi detached, across the whole council area.

The rules that change a scaffolding job in Newbury

West Berkshire Council is the highway authority for Newbury and issues the section 169 scaffolding licence. Its page says applications "should be made online no less than seven working days before the date you wish to erect the scaffold on the Highway" and that "Scaffolding companies must apply on behalf of their customers".

On insurance the council says the policy should indemnify the council to a limit of ten million pounds "in respect of each and every third party claim, action, demand, expense and liability arising out of or by reason of anything done, or omitted to be done, in respect of temporarily erecting scaffolding on the Highway", and that a copy of the current policy is provided with the application.

The council adds that "Every application is considered on an individual basis and site specific conditions may be applied to ensure public safety". It records 53 conservation areas in the district, the Newbury Town Centre Conservation Area among them, with published appraisals.

HSE sets the inspection rule for scaffolding: following installation and before first use, then "at an interval of no more than every 7 days thereafter", and following any circumstances liable to jeopardise the safety of the installation, by a competent person whose knowledge, training and experience suit the type and complexity of the scaffold.
