The rules that change a drainage job in Leeds

Leeds City Council splits the work plainly. It cleans around 146,000 gullies on the publicly maintained highway on a two year cyclic programme, Yorkshire Water has responsibility for shared sewers and pipework outside a property boundary, and the property owner is responsible for the drains serving their property inside the boundary, and for gullies and surface water systems on private roads, parking areas and land the council does not maintain.

The transfer on 1 October 2011 moved qualifying private sewers and lateral drains connected to the public sewer system by 1 July 2011 to the sewerage undertaker (gov.uk, the private sewers transfer regulations). Responsibility for an individual pipe should be checked with Yorkshire Water.

Yorkshire Water requires its consent before building works over or within three metres of a public sewer and gives two routes, through building regulations where the local authority consults the company, or a direct build over enquiry. It states that building over access points such as manholes, gullies or inspection chambers will not be permitted, nor near pipes larger than 225mm.
