Plymouth City Council states: "Most of Plymouth is a Critical Drainage Area, defined by the Environment Agency as an area where the existing drainage system is considered to be at, or close to, capacity." It also states that all new developments require a surface water drainage system designed to a 1 in 100 year design standard with an allowance for climate change, and that for single property developments not at risk from flooding from rivers or the sea the lead local flood authority has produced pre application standing advice on surface water drainage.
The transfer on 1 October 2011 covered qualifying private sewers and lateral drains connected to the public sewer system by 1 July 2011 (gov.uk, the private sewers transfer regulations). Responsibility for an individual pipe should be checked with South West Water.
South West Water states that a new development or an extension over or within three metres of a public sewer or lateral drain must be notified, that it must approve the proposal even where planning permission has already been granted, and that a customer declaration or a build over enquiry leads to a letter of consent.

We counted the Google Maps results for drainage companies in Plymouth on 16 September 2026. The sample was 40 listings: 33 had a website and 7 had none. Seventeen describe themselves as a drainage service with a Plymouth address. Two are branch pages of national drainage groups, four are merchants or materials suppliers, and the rest are groundworkers, paving firms, construction companies, surveyors and plumbers.
That is one dated sample of one search. What we would do with it is give Cattedown, Mutley, Peverell, Southway and Plympton a page each, carrying the jobs you have finished in them.
