The rules that change a drainage job in Newcastle-under-Lyme

Staffordshire County Council is the lead local flood authority here. Its extensions guidance covers "domestic extensions and non-domestic extensions where the additional footprint created by the development does not exceed 250 sq. metres" and states that "surface water must not be discharged into a foul drain or sewer". The same guidance records that permitted development rights were removed for householder front garden hard surfacing "which exceeds 5sq. Metres (i.e. 1m x 5 m) without making provision to ensure permeability".

Severn Trent says a householder "will usually need our approval before you start", and its stated route runs plans and fee, a review inside 10 working days, provisional approval with conditions, construction, a CCTV survey on completion, then final approval. The borough council's Strategic Flood Risk Assessment Level 1 separately records that "the only areas which have a significant number of properties within this Flood Zone [3a] are in Madeley, Silverdale and Newcastle-under-Lyme town centre, particularly the Cross Heath area".
